Processor Power Management

Saw Jayz2cents change his power plan...

 

What does changing my minimum processor state do for my system? I'd specifically like to know how it affects things when I'm using my system and when my system is idling. Idling especially since I never turn off my system except for restarts for updates. Will it save on my power bill overnight? Does the minimum affect my performance when gaming?
