Of course, for budget gamers that hardly matters, since you can still often find 8th gen CPUs for cheaper than 9th gen

There's a huge difference in performance here, the 5700 XT almost matches the 2070 super.

5500xt is a bad card for the price and currently AMD's drivers are a dumpsterfire. I think it's more important right now to upgrade to Ryzen because an RX 570 is fine for most games.

well there are several things to consider before making a decision and thanks to the people here helped me figure that out. I would upgrade the CPU first as the new GPU may not be able to be ran effectively or at all depending on the rest of your set up but I am just a noob when it comes to computer building. 

 

if you do upgrade the CPU make sure you have your OS product key written down somewhere so you wont have to also spend the $300+ on a new one or hours on end with support trying to get them to give you a new one.
