What's up everyone i've been on this forum for a solid 10 minutes now I just made an account and was like might as well try to get some help. Let me start with saying that this computer is brand new and the only thing that is old is the graphics card, which is why i am suspecting that that's the issue. So let me give the computer specs just in case they are needed.

Processor: AMD Ryzen 5 3600X 6-core Processor (3.79GHz)

Ram: 2 sticks of 8gb DDR4-3600 (even though in the bios it says that they are 3200 for some reason)

Motherboard: Asus TUF GAMING X570-PLUS (WI-FI) ATX AM4

Graphics Card: AMD Radeon R9 200 Series

I also have 2 hard drives that are 2tb each and a Samsung 970 Evo 500 GB M.2-2280 NVME Solid State Drive

I would also like to note that I am using an old Tv but I didn't have that problem with my old pc. NOW on to the problem so, ever since me and my friend installed the windows 10 my computer has been having weird stutters when I turn on the computer. It started out with the mouse and sound stuttering for around 10-20 min at the start but now it only stutters for around 1-5 minutes. I've tried reinstalling the windows and uninstalling and reinstalling my sound and gpu software but I don't think it helped. Last thing I want to say is that the computer sometimes blue screen when I restart or turn it off with the text "Driver power state failure" but I don't think that problem has to do with the gpu.
