Only thing I can recommend with what you’ve told us so far is to get more case fans. One isn’t enough.

what kind of performance issues are you seeing, is the cpu or gpu thermal throttling? Driver issues?

I have one case fan but the liquid cooling also has 2 case fans attached to it blowing air out of the case. It runs about 42 C when games and 2 monitors are running. I turn on a google chrome browser or a video stream and the fps cuts in half

Define "underperforming"

I run multiple monitors and when I have my mods, games and a video stream running my game FPS is cut in half and starts to render the game with no doors, blurry and random occurrences like floating houses. Due note I thought maybe it was the game itself but this only happens when I extend my displays. When I run on my Dell screen only and show only one monitor all issues go away.

Have you had a any monitoring windows open to see what your system resources look like when this happens? That would help point you in the right direction

I have up MSI Afterburner and I dont see anything off the charts but honestly Im not 100 percent sure I know what to look for. (Not overclocking just monitoring)

Do some basic clean up, open the machine, clean dust of internal computer parts and fan (check fans and computer temp.) and check this list:

Step 1: Update your anti-virus software, run a scan and run an anti-spyware/anti-malware program. There are many options for spyware removal software like Malware Bytes Pro.
Step 2: Run CCleaner.
Step 3: Type in "cmd" in the start menu and press "Enter" to bring up a command-line prompt. Type "Cleanmgr.exe" and press "Enter" to run the disk cleanup utility.
Step 4: Type in "cmd" in the start menu and press "Enter" to bring up a command-line prompt. Type "dfrgui.exe", choose the hard drives, this will defragment your hard drive.
Step 5: Check Windows Updates, Update plugins and basic applications.

Just completed this process and I am still only getting 24 frames per second ,my CPU is running 16 percent at 42 Celsius , my RAM usage is 8g at 50 percent,  my GPU is at 40 percent. When I drop to one monitor and run the exact same programs i get 60 FPS......So it has to do with my dual monitors but why??

Let's try the pieces little by little, this could be related to the graphics. Let's first connect only the CPU, PSU, monitor and RAM (one device at a time) to the motherboard. Then try to access BIOS on that machine and if you can't do it then you could be having RAM problems.

By any chance can you or do you have access to someone's machine where you can test that GPU?

I do not I have another computer but its in worse shape than this one. So you want me to connect just the CPU PSU monitor and ram at same time then run BIOS?

Yes! Since this could be related to RAM, you can test one module at a time and see if the computer starts. CPU, PSU, monitor and one RAM module at a time, then start and try to access the BIOS, one of them may have become damaged.
