I'm building a new PC this weekend, but i'm wondering if my current rig before the upgrade is bottlenecking, I ask cuz theres a game or two I notice that freezes for 5 seconds few times a hour (I notice it usually happens when CPU hits 100%) but other games dont.
I know on my new build I won't be bottlenecking at all.

Current specs:
CPU: I7 4790K (not overclocked)

GPU: ASUS RTX 2080 DUAL OC edition (plus additional memory OC +500, Clock OC +100)
RAM: 32GB DDR3 @ 1867 MHz
MOTHERBOARD: MSI Z97 Gaming 5
CPU Cooler: 120mm AIO Cooler
STORAGE: 1x 960 EVO 1TB SSD, 2x 500 GB 950 EVO SSD, 1x 6TB 7200rpm HDD
PSU: 750w Antec


New build:
CPU: Ryzen 9 3900X
GPU: ASUS RTX 2080 DUAL OC edition (plus additional memory OC +500, Clock OC +100) (same one from current build)
RAM:Corsair Vengence RGB 32 GB DDR4 @ 3200 MHz (2 sticks)
MOTHERBOARD: ASUS ROG STRIX X570-F GAMING
CPU COOLER: AORUS Liquid Cooler 360mm AIO Cooler
STORAGE: 2x 1TB 970 EVO PLUS 1TB, 1x 1TB 960 EVO SSD, 6TB 7200 RPM HDD
PSU: 850W Gold Standard Modular PSU
CASE: Thermaltake Core P3


Obviously using Windows 10 on both systems.

if your CPU is at 100% and the game freezes, yes it's a bottleneck. although 5 seconds is a long time for a freeze, there may be an additional software problem.

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

I do some 3D art and texturing (4K/8K textures) on my free time so that's one reason I went so high, and plus I don't usually upgrade for about 5-7 years so I wanted something to last
