GTX 1080 with R7 2700x - New Framerate Issues

So, I decided to fire up vanilla Fallout 4 on a fresh windows install and noticed it didn't seem to be running as smooth as it used to be. 30-40 fps on average in the concord area. I'm seeing other people with the same CPU and GPU combination are getting 140fps consistently.

Again, the windows install is brand new, I only installed it last night. I did consider my radiator setup might be the issue but I'm averaging 80C under load and can't notice any thermal throttling though I can test further tomorrow when I have some more time. My drivers are the latest ones from Nvidia's website.

Here are the full system specs:
CPU: Ryzen 2700x @ stock w/ Swiftech Apogee block
GPU: GTX 1080 @ stock w/ Thermaltake GP1080FE block
RAM: Trident Z RGB 32GB DDR4 3000mhz
PSU: Corair RMx 850x
RADs: 80mm + dual 80mm

Try verifying the game files... I've had issues like this with FO4 that was a file or two that didn't save right.

Not sure how you can’t notice a throttle. Stock fans would give better cooler temps sound too high for even the blocks. 
Maybe run benchmarks and narrow down the game itself.
