My ram is labeled to go up to 3200 MHz, but it doesn't even tell me the memory speed in the task manager. Also when i go into the bios, the PC only boots into windows at 2800 MHz. Anyone know whats going on?

All I ever do at this point is play Destiny 2.  ¯\_(ツ)_/¯

Case: Corsair Crystal 460x

in CMD Prompt type 

wmic memorychip get speed

or just use CPU-Z
