It's hard to say one way or the other if this PSU is bad or not, but the price tag of 36 euros doesn't inspire confidence

I wouldn't advise getting a new PSU unless you can be certain that the PSU is the cause of the issue. Would it be possible to borrow a friend's PSU?

The noise could just be cool whine, doesn't really mean it's broken.

 

For software, I like to use Aida64, and Furmark is also quite popular.

sounds an awful lot like a PSU problem, but still could also be a GPU problem. Again, if you could pop this RX 580 into a friend's PC to make sure, that would be ideal. The Nitro+ should also have a dual BIOS switch, have you tested with both BIOSes?

I switched to default bios. I don't have any friends that I can test it with.
Would 600w-750w do the job?

Be quiet puer power 10, pure power 11, system power 9

Cooler Master MWE gold

Xilence performance X

XFX Pro XXX

 

I find that these units appear to be fairly common at good prices overall. And of course, feel free to check out the PSU tier list.

I don't know anything about "falcon gaming" PSUs but power supplies with gaming in the name usually are not promising in my opinion.
