Windows corrupt

Yesterday my PC accidentally got reset in bios and when I went to change back my settings I found my pc wouldn't boot at my arms rams speed and after hours of troubleshooting I got a new problem, when booted up windows shows a black background and a flashing taskbar. And gives me a "hard locked " error when I to sign in on safe mode

 

Specs: AMD ryzen 5 2600x, rog strix b450-f gaming, 16gb gskill 3000mhz
