low cpu and gpu usage

on my RTX 2070, Ryzen 7 2700 ive been getting low FPS compared to other similar rigs and sometimes my laptop with an i7 and 960m out performed my current rig in some games. Games like GTA 5, tarkov i float around 40-60 FPS sometimes hitting the 70-80s during easy to run scenes. When playing tarkov and gta 5 my temps are around 50C and usuage is at a 30-50 for my gpu and 20-30 for my cpu. Other games that have the same issue is rust, euro truck simulator, squad, rainbow 6.

motherboard is on version 2406

no i havent

EDIT: ive reinstalled GPU drivers, hasnt fixed the problem

ive noticed as you can see from the images the top one is me playing tarkov looking at several buildings, but the bottom one is me looking at the ground, yet the one where im looking at buildings is the one with lower fps and a lower clock speed, but i have a higher clock speed and more fps when im looking at nothing
