Twitch/YouTube stream pixelated

Hi, this forum seems to have a bunch of smart people, so maybe someone could help me out with this one.

Like the title says my stream looks pixelated every time. On twitch and on youtube. I tried every combination of settings there is in OBS. Still the same results.

My upload speed is 5mb/s. I tried 3000, 3500, 4000 and even 4500kbps. Nothing changes. I don't drop frames or anything it just looks bad for some reason, on both platforms. 

I tried CPU and GPU encoding, same. My friend streams at the same settings (I only have rx 580, he has 480, the rest is the same) and his quality is fine.

B450 Aorus Elite

16gb 3000mhz

RX 580 8gb

Have you already done a Speedtest? Maybe the Upload is currently bad speed.

The upload is always the same, like I already said. I'm pretty good with computers and such, but I'm new to streaming stuff, so that's why I can't figure this one out.
