Ryzen 3000 power plan Q

Hello amd ppl, i have a question .

When you tweak with your power plan on windows is ok or it is bad  , i did put minimum 99% power and at max 100% at power saver mod ,so my clock speed froze at 3724mhz but when on load like 50-60% it unlocks 100% and PBO kicks in and boost it like 4.3 4.4+ whit PBO on enhanced 4 in games on cinebench at 100% its like 4.1-4.2, my question is, is it ok to play with windows power plan or should i be  tweaking the bios to get those results or ryzen masters? I have 3600x and MSI x570 gaming pluse.
