weird ram usage problem

ok heres a fun one.....

while i'm working on a 4k video project the ram regularly fills entirely until i get windows warnings about running out of ram (this is normal and fine)

the weird thing is , all i have to do is leave task manager open in the background and simply click the task manager window to bring it to the foreground at which time the ram usage will go from being almost 100% full to dropping 18-20 gb instantly clearing it.

It could be just that windows now removes premiere from priority which frees some of the space occupied by the timeline

yeah but it's MOST of the ram , the system has 24gb and it'll basically dump almost all of whats in the editing program. i'm not sure if "priority" and "foreground task" are related as far as windows goes
