Let it OC automatically.  Google OC Scanner.  Let MSI Afterburner do its thing, it's pretty good and very close to manual overclocking.

Fan curve is up to you.  A gentle rise up to 75c 100% fan is a good bet.

Your GPU should have a self stop feature, where the fan won't even turn on until it hits a threshold (around 60c I believe?).

That's....no.  That will cause massive fan spikes every random burst of activity, and your temp hysteresis is set at 0 so it's gonna rump up and down all the damn time, which is bad for the fan bearings and your ears.
