Like Slottr said what’s your temps under the load? They are more important. Also what case you have and how’s the fan layout? That may be the cause of high temps as well.

Just ran the Haven brenchmark test on ultra 1080, the temp stayed around 78C. My case is an NZXT Noctis 450 rog. Three front intake fans, One exhaust fan on the back and a 240mm radiator two fan exhause at the top, I have a H100i v2 CPU cooler attached to it. (CPU temps idle at 26C). Thanks for helping btw!

78c is still alright tbh, I’ve seen worse than that. If you want to reduce the temps you can change the fan curve in msi afterburner, it’ll be a bit more noisy bear in mind. It’s not brand new card so yes you can change the thermal paste, just find some online tutorials how to take gpu apart and change it. If you use some decent thermal paste it should drop the temps.

At what temp should I be concerned under load? I know the max temp for the 1080 is 91C, but if it passes 85 should I really be worried? (Also the weirdest thing about this card is it just jumps to 62C when you start it. The fans are running, but i'm suspicious that something is wrong with the cooler)

If it gets above 85c than yes you can start worrying a bit more. 
Like I mentioned before it’s not brand new card, it may be the case thermal paste dried out and not working like it should work. Is the card still under warranty? What brand and model is it?
