When Games Open Background Programs Shut Down

Greetings

 

Only recently, when opening games, Tarkov/PUBG, any open or background applications are shut down. Including but not limited to, precision x1, microst edge, corsair link 4, ai suite 3, windows defender, network monitor and geforce experience to name a few. The only changes ive made are a few options in the nvidia manage 3d settings. Just recenelty found out low latency mode was an option and mostly kept settings ive had in the past suggested by the internets. I also noticed max prerendered frames is no longer an option for me. Not sure than any of that makes a difference but any suggestions would be appreciated. I tried restoring default nvidia settings but get the same results opening the games. 

At the time of occurrence when opening the game, it looks like a command prompt window is opening on both monitors, white border with header at top and blank black window, then the programs shut down, and then the game opens on the primary monitor. Anyone who experienced this before would love to hear the remedy.

It is 32gb

 

I think a past windows update was the culprit because after a recent update the issue stopped.
