Just build PC Ryzen 7 2700x, Gigabyte 1660 Ti, Asrock 320m-HDV rev4, mars gaming 550w PSU with 408w on 12v rail. I installed windows 10 and all seemed fine until I tried to play games. When I turned skyrim SE PC immediately turned off. It won't turn on until I disconnected it from mains power. Ps temps seemed fine.

That's a bad power supply. Replace it.

Yes but way overkill, grab the 650w version.
