How this substance got there? 

Did it friend and left this residue?

well so youre telling me its broken, i bought it untested so i guess im screwed, should i try to clean it and see what happends?

you have warranty?, ask a refund. don touch it until you sure can apply warranty and get a new mobo or refund.

i bought it used and they guy said it was untested and had been in his wardrobe for a year or 2

Ask him a refund for selling you a bad mobo...if doesnt work, prepare flux cleaner, alcohol and a screw driver, new thermal pads, to see whats happen , you have 2 areas of leak in the mobo i bet its a thermal pad leak shortcuit....

 

there is an hexadecimal error led number, what number of error you get?

Looks like a VRM/MOSFET had died and leaked it's guts.

Since you bought it untested I seriously doubt you'd be able to get them to take it back or even have a case for that, in other words you bought it "As Is" and well.... That's how it is.

 

Good thing though is it could be fixed.

 If you know how to solder, have to right equipment and the right replacement part(s) you could do it yourself as a work project.

Well i dont, so i guess im out of luck. z170 motherboards are cheap anyways
