So I switched out my graphics card and I install the drivers beforehand with my old graphics card and the card works but is a bit delayed with stuttering and much lower frames when testing games. I eventually did a Windows update to see if my PC picked up the bios correctly and it said it was up to date. 

 

This is the first time I did this kind of thing and I really had no idea what I was doing. Any tips or a correct procedure would be much appreciated.

What cards we talking about in here? 
Did you use DDU ?

In theory an new GPU should be faster than an old GPU unless the old GPU was actually faster than the new one.  Each would require different drivers unless they were made by the same manufacturer and were similar to begin with.  The old drivers would have to be uninstalled correctly (see @Whiro’s comment above)

 

What was old gpu, what is new gpu, how we’re old drivers removed what new driver was installed?

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
