My grandma called me and told me her computer wouldn't turn on. I went over there and looked at it and the power light was yellow. When I pushed it, it did nothing. I unplugged it waited a few seconds and then plugged it back in it still wouldn't turn on. I opened it up and made sure nothing had came loose. It is an Dell Inspiron desktop from 2011 running Windows 7.

I have no idea what the specs are. It won't output to a monitor and the fans don't spin.

If the fans don’t spin this sounds like pc not getting power from psu, most likely. Are you ok to check manually if the psu is working? Its called paperclip test

I don't know what the paperclip test is. And there is a green light on the PSU.

I don't understand what this means.

That’s how you test if the psu is working. You take out 24pin out of mobo and do as instructed.
