Sounds like they’re producing enough heat not under load that they can’t quite cool passively but there’s so little heat that even a brief burst of fan is enough to knock them down again.  Messing with ones fan settings could reduce this annoyance.  I’m betting it happens when the GPU reaches a specific temp.  One solution would be to set the fan curve such that it starts running before that point but only at an extremely low level. Then the fan won’t start and stop but will spin slowly all the time.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
