Overclocking cpu

I have a msi b450 tamahawk max and i overclocked the ryzen 5 2600x at 4ghz and put the vcore limit at 1.4v with llc at mode 2 but when i check the voltage of the cpu in hwinfo64 the voltage is only at 1.33v. Before it did not happen and still it was not stable.

"before it did not happen and still it was not stable" sorry but can you clarify. CPUs voltage can change depending on load and worktype. My cpu is clocked at 3.7ghz and 1.26xx volts but every program says its lower depending  on the workload. If it was stable and reporting 1.4v and not it isn't stable and only reports 1.33vs then we can continue from there is that what's happening?

So it was stable and nothing changed except software now reports its getting less voltage and now its unstable? How much did you test to prove it was stable before? BIOS reports voltage as 1.4v and core clock as 4ghz? Is it clocking down when at idle or always at 4ghz?

Before when it is reporting 1.4v with llc mode 2 it was unstable but now its reporting 1.35 but it always stays at 4ghz.
