I've been having this issue since a month after the PC was built. 

Specs:

Ryzen 9 3900x

ROG Crosshair VIII Hero X570 

ROG O8G RTX 2070

32 GB DDR4 3600 Gskill

Samsung 960 EVO 1TB

Corshair RX 750 PSU

Drivers:

Windows 10 64 bit Version 1903

Asus Version 436.30 Graphic

Asus version 1201 Motherboard

Temps:

CPU 50 at idle 60-70 under load

Graphics card 32 idle 50-70 depending on load

 

In anything I'm doing it'll stutter intermittently. My temps are fine and everything seems fine. I've gotten 2 new graphics cards from Asus RMA and sent in the motherboard and they sent it back. I have run DDU multiple times and installed the correct drivers for the graphics card. I've run a GTX 960 on it and it still stuttered. When I'm playing a game like CSGO it runs at around 300 fps but it'll drop to 20 fps and stutter at the same time, it does this with any steam game. When I play the new Modern Warfare it runs fine no problem. When using chrome or typing up something like this post it will randomly stutter. It's been occurring since last September and getting a new graphic card from the RMA fixed it for a month and then it started happening again, sent it in and they sent me another card and it didn't fix it. Used to have two hard drives on the system with windows 10 and my uncle suggested taking out the other since it could be having trouble with 2 different OS locations but removing one of the hard drives didn't work. Plz help.

I had had the exact same problem CHANGE YOUR Motherboard that is usually your problem if not GPU or ram or dead drives I had the EXACT same problem and after swapping everything out I tried swapping the motherboard and it fixed the problem immediately

Ok so your stuttering on when you play games.  Is it when other apps are also being used?  I mean, do you notice the stuttering when playing video or is it specifically only GPU games.  First you say it's in anything you do but then the example you give is based on FPS and not CPU cycles or "delay in responding to keyboard input" or "delay in processing output".

 

Also have you done a clean install of Windows to confirm it's not the OS or driver issue?  Have you installed Linux and experienced the same problems?

When using a browser like chrome it will freeze for a second and then continue working. My windows is the most recent update but I haven't tried resetting it with this new hard drive I have. I haven't installed Linux to try it since I don't really want to get into the world of open OS and having to mess with that kinda stuff. When in CSGO if I'm holding down the w key and let go when it stutters it will just keep holding whatever the input was when it stutters, so if i have the w key and i let go during stutter it will keep going until I press another button after the stutter.
