google account control lock

when im trying to add a new google account to a phone to unlock it and set it up it tells me that i can only add an administrator account.

is there a way to remove it? please help

i already tried factory resting it and it didn't help

i think, but i dont have access to this account and to want to disable this so i can set up the phone without any administrative accounts.

Then, as far as I can say, you're out of luck, unless you can reflash this phone completely via ADB or something similar to TWRP/CWM.
