I just build a new PC and when I go into task manager, or cpu z my core clock is 4.2-4.5Ghz by default? I checked the BIOS and everything seems to indicate it should be running at 3.6... is this just intel's boost always running or what?

Mobo & CPU : msi mpg z390 gaming pro carbon & i7 9700k

Turbo is active

There's probably something going on in the background. Task manager is itself a task so having the CPU speed up when you use it is not surprising.

there are settings on all motherboards now that enable a sort of pseudo overclock. Check the settings in bios as it won't show up under clock speed.

It's the boost clock on the 9700K, not an overclock

If you really don't want this:

  • Open the start menu and type in "Edit Power Plan", launch the app that comes up
  • Click on "Change advanced power settings"
  • In Processor power management -> Maximum processor state, set the value to 99%
