Hello. I upgrade to 2x8gb ddr 3 ram and now when my computer boots to my desktop, my mouse cursor is constantly loading and my computer screen keeps on flickering making it impossible to use the pc. When I go into systen information my newly installed ram is being recognized (16g). Can anyone help me out? 

Motherboard: m5a78l-m plus/usb3

Card: radeon rx 560

New ram: PNY performance 1.6ghz ddr3

Did you run the ram in xmp profile?

Clear cmos maybe this will help.

You can reset the UEFI settings (clear CMOS) by one of the following methods:

 1. Go to the Exit tab in the UEFI and select Load Optimized Defaults.

2. Press the Clear CMOS button on your motherboard (if it has one).

3. Unplug the computer and remove the coin cell battery on the motherboard for a few minutes and then reinsert it.
