I have had 2 gigabyte boards so far with pretty much the same problem. Any time I change either the cpu clock or voltage and try to boot the pc, it turns on and then off and then boots up normally. I have stressed the cpu and it is perfectly stable 8 hours + . Not really sure what to do here. Is it harmful to any of the components? Can I just leave it like that?

i have this issue aswell, but only after a power loss (even if the pc was off, and i unplugged it, then plugged it back in) and it only did it after I overclocked it, then when i set it back to normal it continued. I used to work with some lenovo's and they would do this as a pre system check, and i assumed that is what it was doing. I used my gigabyte board for another 18months, and now its in my home server, and has been for a year, so i wouldnt be concerned. however my gigabyte board had a lot of issues.

Thats normal startup test. The part that is doing that is PSU. Like my old CM psu didn't do such but this Thermaltake one does. Nothing to worry if it does that only once. If it does it multiple times during one boot, then OC might be too high.
