Hi y'all. New to the forum, first time trying to build a workstation. Following the Build Plan Thread Recommendations

Budget and Location:

I am looking at two builds, one around $1,300, another towards $2,500. I need to assess the extra performance gained for the cost.

Aim:

I am looking to build a budget workstation aimed primarily towards machine learning / deep learning.

There will also occasionally be photo editing (think Adobe PS / Illustrator).

Monitors:

They will likely be driving one monitor (around 24"), but possibly two.

Peripherals:

I have a keyboard and mouse.

I would likely use a flavor of Ubuntu, but am open to trying windows as the OS (as I would like to try out this gaming thing people keep raving about)

Other notes:

I'd like to optimize for performance, sound (as quiet as possible, preferably silent), and then case size in that order.

Need to know the actual gpu models. Do you intend to use both?

It is just the standard GeForce GTX 1080 Ti. The other, I don't have access to at the moment... Ideally I would like to use both (or at least two gpus) but fine just using the one.

The case can accommodate gpu up to 315mm long. Reference design GTX 1080 Ti are 270mm long. Non reference designs may be longer.

The psu will support two gpu each drawing no more than a reference GTX 1080 Ti.

Actually 850W isn't really enough for dual GTX 1080 Ti with a 3900X. Same for dual RTX 2080 Ti. A 1000W psu would be a better option. Something like https://pcpartpicker.com/product/XfjWGX/seasonic-prime-platinum-1000w-80-platinum-certified-fully-modular-atx-power-supply-ssr-1000pd.
