Speeds up the communication and execution of processes...just makes things a tad snappier.  Does 2133mhz make processes feel twice as slow compared to using 4266mhz...not in the least.  It's almost imperceptible when doing browsing and office chores.  Does it help in gaming?  Yes, but only enthusiasts will insist on it...in other words it might be the last thing I'd spend a lot of money on...maybe the last thing I'd upgrade.

does the Mhz matter in ram? if yes what does it do

as i understood, for intel, the speed doesnt really matter that much

for amd (ryzen [3000] that is) on the other hand, 3600 mhz are the sweet spot

as for your second question:

does the speed stack up? like when i have 2 1400mhz ram chips will it be 2800 or will it stay at 1400

what do you mean with this

sorry ^^ should have been clearer there

also keep in mind that when you insatll ram with a speed higher than 2133 you have to enable xmp/docp (ram overclocking, as everything above 2133 is an oc) in bios, and you bios/mobo has to support your chosen speed
