Pre binned cpu’s

Damn I was going through cpus on one of the websites in here (UK) and I came across pre binned i9 9900ks , max you can buy is 5.3ghz but it cost nearly twice the normal price. Tbh I wasn’t aware they even selling them like that. Is that mean they open them and test them ?? Or get them like that straight from Intel ??

Most of these pre-binning services just buy a boatload of CPUs and test them

Seems like a scam to sell random procs at a higher price.  I'm sure they offer no warranty if you can't clock it that high or if its even stable.

Well I don’t think is a scam tbh. Overclockers is one of the biggest and well known website in UK which sells pc components.

As far as I know it isn't a scam. All these guys do is buy a bunch of chips, OC them to see how far they can go and then sell them at that specific speed for a hefty premium. Honestly for the most part is seems pretty pointless to me as I think most 9900KS chips will at least hit 5.0 Ghz and many, if not most will go higher.  I mean I think if I recall correctly, the 9900KS is mostly just highly binned 9900K chips in the first place and then rebranded as 9900KS by Intel.  Considering the 9900K also could generally reach 5.0 Ghz without the extra binning, chances are any of the 9900KS chips you buy should be able to exceed 5.0 Ghz pretty easily without having to pay someone to pre-test the chip for you.  You might not get lucky and be able to get 5.3 GHz but it would surprise me if 5.1-5.2 Ghz isn't pretty common and 100-200 mhz is going to be a barely noticeable difference anyway and then only when your looking at the benchmarks.  Real world, your not going to see a thing.

Silicon Lottery does it here in NA and they are definitely not a scam. Heck even Intel started doing it with the 9900kf

They run 5Ghz at stock. Out of the box. 100% of 9900KS chips do 5Ghz. Other than that they're basically a 9900K with a different stepping and some other tweaks - fixes for vulnerabilities - which sadly leads to a slightly lower IPC. Though again you are gauranteed 5Ghz given that's the stock speed, and you have a higher chance of getting higher than that. Though a golden chip 9900K would be faster. 
 

These binning services aren't really worth it though, like you pointed out. I don't think even big OCers would particularly care for them, if you have the budget then binning chips yourself is likely better. Pre-binned chips can guarantee the speed they tested them at, but no higher. Which is problematic, some CPUs have hard walls.

 

Such as my j-bin 5960X, it'll do 4.5Ghz at 1.2v just fine, does 4.7Ghz at 1.3v, but any higher than 4.8Ghz all core, or 3.7Ghz uncore, and it hits a hard wall. Can do 4.9Ghz core if I disable HyperThreading, and that's it. Hard wall anything past that. 

If a binning service had tested my 5960X at 4.7Ghz it would have passed, but they wouldn't know that it hits a wall at 4.8Ghz, so you're not guaranteed a better chip for extreme OCing (I know some guys had these at 5Ghz dailyable and up to 5.6 or so on LN2).
