PC performance sharp drop

Specs. 

Cpu. Amd phenom II x4 965 3.4ghz

Ram. 16 gb gskill ddr3 2x8gb clock speed matches motherboard but forget atm

Graphics card. Asrock rx550 2gb

Ssd pny 240gb os

Hdd 1tb games

Here is what I'm experiencing. Fresh install of windows 10. I install updates and GPU drivers boot up steam download a game and get 60 fps. If I log off or restart it will drop my frames to 20fps. Sometimes simply restarting the game a hour or so later will drop the frames and they will never go back up. I could reinstall Windows right now and get 60 fps again. I don't know what's causing the slow down
