just bought my first pc. installed some basic games and speccy. checked my temps after i played some and saw this. my temps are going up and down but the fans is still at the same level. even when i havent played a game the temps are up and down. the cpu is a ryzen 5 3400 g and im not using the built in graphics

Are you showing us the CPU temperature graph or the GPU temperature graph?

 

This seems consistent with a modern graphics card, but I usually don't see CPU temps spike like that.

Slight spikes in temperature are probably caused by the CPU constantly boosting itself in the background, so you shouldn't worry about it, especially since it doesn't make the fans ramp up and down constantly which could get annoying. You could try updating your motherboard's BIOS and see if this reduces the spikes, or disable turbo boost outright, though it's not something I'd necessarily suggest, as you're just losing out on free extra performance, unless you're looking to manually overclock. 

 

Also, when checking temperatures for Ryzen CPUs, it's generally best to check the Ryzen Master app, as it should provide the most accurate numbers. Speccy really isn't the best choice in general nowadays, as it hasn't been updated in quite some time and often times will show inaccurate readings. Alternatively, you could check out HWMonitor.

I think it's the CPU you can just barely make out the title in the top left. Anyways I think this is fairly normal looking. The cpus in my 3 systems all fluctuate a few degrees here and there. I think it just looks worse because the polling rate on your monitoring software might be a little low.

I'd recommend using HWiNFO if you want to check temps.  A lot of other utilities give incorrect readings on Ryzen.  

 

As far as the behavior.  Completely normal.  There is always something happening in the background so you'll see "idle" temps constantly fluctuating.
