Different program reporting different CPU freq?

Hey guys so I recently OCed my 9900k to 5GHz but somehow only CPUZ and BIOS is reading it right, Task Manager is telling me I am at around 4.8GHz and Park Control is giving me 3.6GHz? Is this suppose to happen or did I do something wrong? Thanks!

The park thing is going off the stock base freq. Task manager is always been wrong for me im at 3.7ghz on my r7 1700 and it says like 3.5ghz. I would trust bios then cpu-z and ignore others.
