Random blackscreens with RTX 2070 / RX 5700 Xt

For the last month I've been struggling with my new PC. It's the first one I built and it worked fine for a few days (I had a Sapphire Radeon RX5700 XT Nitro+ at that time). Then suddenly my screen went black, but the PC stayed on. This happened  over and over again. I tried plugging my monitors into my Mobo, that worked fine. So I figured it was a problem with my drivers, so I reinstalled them. Still got random black screens. I tried using my old 1050 Ti, worked fine. The card must be broken then, so I sent it back for a replacement. Uninstalled drivers with DDU, installed the Radeon drivers, still got black screens with the brand new GPU. Then I thought it was the AMD drivers since I've seen a lot of people complain about those. I called support from the website i bought it from, and asked if I could send that card back. They told me I would get a refund for it if I sent it back, so I did that. That was two weeks ago, still don't have my money back. Right after I sent my 5700XT back, I got a Gigabyte RTX 2070 OC. I've been using it for a week now, and I have already gotten the same black screen / freeze problem again. Now I really have no idea what the problem could be.

 

Anyone know what to do here?

 

My build: 

Motherboard: ASUS ROG Strix Z390-F Gaming

CPU: i7-9700k

PSU: be quiet! Straight Power 11 (650W)

RAM: Corsair Vengeance RGB Pro (16 GB)

Only thing I can think of would be a power issue.  Are you using two separate power cables to power the GPU or using just one with two connectors.  I know I have heard that using a single power cable with two connectors can sometimes not supply enough power to the GPU.

I really don't think that it's a power problem, since I also got black screens while not even doing anything that would use the GPU.

That's the rub, it can cause that at the randomest times. The key to figuring out that it isn't your GPU at fault is that the exact same thing happened with two completely different GPUs. You got rid of your 5700 XT for nothing.

That card requires less power than any other two you got. That may be the issue.

Because a 1050ti draws practically no power at all, the 2070/5700XT both draw almost triple the amount of power and are much more sensitive to power fluctuations.

Try turning down the power limit in your GPU settings, and see if that stabilizes it.

How much should I lower it? Should I also lower the clock speed?

Just the power limit. Start by turning it down to -50%, and see if that helps. If it does, then it's definitely the PSU.
