I guess format is the recommended option, yes?

Yes, you can format through the options when reinstalling the os.

So lets say i want to build another computer... The current has an intel and nvidia but the new one is gonna be amd and amd, i want to reuse my hard drive so i dont have to download ALL of my games.. can i do that?

That works but it's best to reinstall everything to make sure you have the correct drivers.

You won't know until you try. You have to uninstall the old drivers and reinstall the new drivers whether you like it or not but can have problems with the old drivers.
