Wireless charging is a feature of the device, not the OS. So you really need to be looking at that instead.

The thing you need to look for is called the Qi standard. But as Roderick said the feat is hardware side so you need to check your devices if they can do it.

Is there a universal wireless charger that works with all Android devices? Or at least a dock-like thing that doesn't require that much effort plugging your device into?

all Android devices? No. Only certain ones have Qi charging capability, or could be modified to have it (either through a case, or with a pad between the battery and back cover like the S4.
