Well, that's up to you to decide.  Most folks would have the air being pulled into the case and the RGB fans are manufactured with that in mind.  So if you want to show off the RGB and use the cooler air from outside of the case then the way you described how you want to install everything will accomplish just that.  

If you're mounting them in a manner that shows off the RGB then they will be mounted to be pulling air into the case.
