When does response time beat refresh rate?

I don't know how to phrase this question. Hopefully you can see what I'm asking. I'm trying to figure out the math to see how much of an improvement would be needed for a noticeable difference. Keep in mind, I am doing research and working backwards with the monitor first. First find the monitor that will display a sizable enough difference for me to notice, then figure out which upgrades I would need to utilize the monitor's capability.

 

My current monitor is a BenQ ZOWIE RL2755. 60hz - 1ms - 11ms latency - Colors displayed???

I'm looking at a Samsung LS27R750QENXZA. 144hz - 4ms - ??ms latency?? - 1 billion colors. 270$.

 

If you know of a better deal for under $300, then I'm open to the recommendation.

at the moment response time under 10ms just isn't discernible by normal people, unless you're talking pro or tv, I wouldn't even worry latency on a monitor.

Main monitor has a 7ms response time, can't tell a difference between that one and just about any other panel I've used and looked at.

Not sure if people are talking about input latency or pixel latency, because pixel latency differences of 10ms and 7ms are VERY noticeable. Input latency however, Anything under 20ms is fine, most monitors are under 10ms anyway.

 

At $300 ur not going to find any 'good' monitors in regards to every aspect of it, however u can look for ones that do well in specific areas. Pixel response time for example.

A TN 120hz+ display should be an option, Pixel response 'should' be around the 1ms (advertised) and 4ms (real world 80% reading).
