Probably yes. Thats a pretty weak CPU all told.

Actually the i5 9400f is not weak at all

No, a bottleneck is when one component is not fast enough at serving data to the point its starving other components. GPUs require a fast CPU

Could have issues. Depends on a lot. 

My 8700k barely handled a 1080. Normally ran it at stock speeds because of that.
