GPU not using max potential

Yo guys, so my gpu has a max Core clock of 775 MHz and and Memory Clock of like 1000 MHz and for some reason, The core clock is always at 300-400 MHz, and the memory clock is at 150-300 MHz (Even when gaming), I have no bottleneck, and the GPU or CPU is not overheating, it stays at 50 degrees, how do i Fix this, I have so many fps drops and I lag so much.
Specs are: 

cpu: i7 4500u

gpu: amd radeon hd 8800

ram: 18g

i use msi afterburner

Yea but like there has to be another way, im too poor, if im gonna upgrade, I'll prob upgrade in like 5 months

You do game while power is plugged in? Did you check the settings in the Ati-panel (Catalyst, I guess)?

yea while plugged in, and how do I get to the catalyst settings thing? dont know what that is

Part of the amd software, it came with the driver you're probably using. Or isn't it on Windows but Linux and you're using Mesa?

wait nvm i got it   I didnt have catalyst downloaded for some reason, Ima download it rn

I checked the settings, everythings fine, what am i supposed to do now?

Go to windows power plan and make sure it’s in performance mode, also check there in advance settings what’s the cpu and gpu set as, should be 100%

yea, it's at performance mode, and cpu is 100% and gpu is at "Maximum Performance", I dont have percentage option for the gpu

Just to be on the safe side DDU all drivers in safe mode, than download new drivers. Also in device manager make sure all drivers for cpu and gpu are up to date. Same as windows

aight i unistalled them all with ddu, reinstalled them, checked the settings made sure power saving was off and all, ima open a game and hopefully it works

My best advice when you can't afford a upgrade is to backup all your files, do a clean windows install to clear out whatever mess has built up in regards to backround processes, registry errors etc, then once reinstalled do everything you can to eliminate backround processes you don't need (turn off backround apps in privacy settings, maybe even get 'Shut Up Windows 10' and aggressively turn off stuff you don't use), the average frame-rates usually stay similar but you can see massive increases in frame minimums (1% and 0.1% lows), reduced stuttering etc, which honestly is the most irritating thing on older systems

Reinstall OS or not, going as far as you can to just clean up backround processes goes a long way

I did that a couple days ago and it didn't work which is why i came here, and I'm too lazy to do it alll again, since it probably wont work, I don't even think it has to do with the mess, or background processes etc., prob something else, so here i am trying everthing

aight i cant fix it, what gpu do you recommend? something that's cheap and  can get me playable fps like maybe 30-60 on medium or high settings

What games exactly are you playing and it is the 8800m series, isn't it? Which one exactly?

what do you mean try it without msi afterburner?, and yeah its the 8870m n im playing games like gta, csgo, cod, etc.
