Looks like either a bad graphics card or display driver issue.

What are your computer specs? Graphics card?
You can try running DDU to uninstall the graphics card drivers and install the latest drivers for your card downloaded direct from AMD/Nvidia website.

Well that's just gross to look at

 

Couple of things could be wrong: monitor is dying, cable from computer to monitor is dead, or your computer itself is bad. I recommend switching the cable first to see how that goes. If that doesn't fix it: try a different source such as a console or laptop to see if it's the monitor. If both seem fine then try different ports on your computer. Could be a port is dead or settings on your computer is screwing it up.

I fix computers for a government that is garbage. I'm also a certified security professional according to Comptia

Using my paycheck on computer parts and alcohol and since this is a tech form I'll help with computer stuff I guess

Thats classic VRAM corruption & artifacting. I'd guess your GPU probably shit the bed.

 

You should try the above suggestions but if I were a gambling man I'd bet on you having to spend money in the future.
