If you want to go x570, the asus tuf is indeed better than the msi one. If you are a msi fan, go for one of their excellent b450 boards, just maKe sure to get the max series. So tomahawk max, a-pro max or gaming plus max.
That ram is really good with 3000 series ryzen and you should be able to just enable xmp in bios to get it working at it's rated speed.
The x variants of the amd cpus come with automatic overclocking in the form of precision boost overdrive. This means that when the cpu needs more speed and it has enough power and thermal headroom, it will OC itself. This can be overridden, to set a fixed all core frequencies, but there are few applications when you gen more performance like that than by just letting it do it's thing.
TL;DR: get asus x570 or msi b450, enable xmp in bios
