What games do you play? If they are e-sports games like CSGO that benefit from high refresh rate, then I would get a TN panel. See below, apparently they don't. 

 

If not, then I would get an IPS panel. Alternatively, you can get the best of both worlds and get a VA panel monitor.

No, they don't, neither for high skilled nor for average player, even the difference between 144Hz and 60Hz doesn't affect the game that much, it's more of a QoL upgrade.

I mainly play FPS games, like CS GO, APEX etc. Some action games too.

No, they don't, neither for high skilled nor for average player, even the difference between 144Hz and 60Hz doesn't affect the game that much, it's more of a QoL upgrade.

Its been tested and Linus actually got kills on Shroud when Shroud were forced to play on 60Hz monitors. 

In CS and other fast paced shooters you are moving and turning around fast. When doing that on a 60Hz panel you will see your entire surroundings as a blur, you cant even make out text. On a higher refresh rate its clearer and clearer to the point you are picking up way more details and catching enemies where you wouldnt before. So id say its EXTREMELY important. Definetely move above 60Hz.

I would go deferentially for IPS, blacks, whites and the colors are fantastic!

But i doubt you will find at this budget

I didn't say it's doesn't make a difference 60Hz vs 144Hz at all, it's there, but it will not make you stellar player if you aren't already. But comparing 144Hz vs 240Hz it's not even noticeable in most situations except extremely high paced games and even then it doesn't affect the gameplay even to the level as with 60Hz vs 144Hz. You know, people were gaming on 60Hz displays for ages before 144Hz became mainstream. As of blurring, it's more of panel dependent, neither 240Hz panel will necessarily have less blurring than 144Hz one nor the other way around.

I have 2 monitors in the front of me, one IPS and one VA, before the VA i had a TN, i can tell you the IPS black is by far better!

What models specifically ? It depends a lot on the models, there are VAs with terrible black uniformity and IPS ones with excellent black uniformity, but overall VAs have less backlight bleed and deeper blacks in my experience. Reviewing that are a bit tricky matter, rtings.com have somewhat reliable way to do that.

I got myself one of these Acer XF240Hbmjdpr
TN panel 144hz, it has become G-sync compatible, I'm not going back to 60hz that's for sure.
I had to play with the settings for a while, it was way too bright for me, colours were not the finest, but i'm happy with it now.
The early models seemed to have a lot of issues but not one of them is visible on my one
