1. In my opinion yes.  They are the quietest and most reliable I have used.

2. Nothing other than color.  

3. I haven't used any Arctic fans.  You could buy one of each and compare or look for a comparison online.

As long as you don't mind the colors, Noctua is generally considered the highest quality fans for a home built system.
