Ryzen 5 3600 not sleeping in Ryzen master even Idle

Hi guys, I have a Ryzen 5 3600 with B450 Tomahawk Max. I was wondering why are my cores not sleeping anymore. in the 1st month I saw 4 cores were sleeping. Now I checked again their all at 400mhz idle. (Not sleeping) my clock is stuck at 3.9ghz.

Are you using Performance power profile? Also I don't understand, is your clock stuck at 3.9GHz or 400MHz ?

I have Ryzen Balanced power plan. my cpu clock speed in task manager is 3.9ghz even on idle.

That's weird. Usually power plan defines core parking and clocks.

It seems to mention AMD too so it should work on Ryzen as well, but I'm not 100% sure. It seems to provide tons of info about cores and how they are parked and scale across multipliers, maybe this will show something abnormal.
