steam cache server question

I have herd about these steam cache servers before. Know why they are a thing but I have 1 question. Does one need to purchase the game before they can add it to the cache server?

Yes, as that would be needed to download it at first.
You could have someone, a friend or something, log in download the game then have it in the cache-server.

When i ask for more specs, don't expect me to know the answer!
