Yes that should be save.

but why? Disassembling it and some compressed air will do the trick also unless you have hardcore dirt on it.

and go for some nice thermal paste when reassembling it

use some good quality paste when you put it back together too. NT-H2 or Kyronaut should do the job nicely

Or MX3, but personally I like Kryonaut

it’s the higest perf paste

Can I put isopropyl alcohol on towel and wipe the board itself with it? Will is damage any pins

Better get Q tips made of cotton. Be careful not to apply to much force but that should be OK.
but again compressed air is what you should try first

Most likely yeah.

I'd recommend qtips or a brush like a soft toothbrush with some isopropyl to gently clean the board and make sure to not damage any parts.

In fact there's also a brush / tool for that which is used to clean boards professionally during production, that would be probably the best solution.

I had one of these they're awesome, I need to order one again

I use a tooth brush if I have a lot of dirt to get off a board. Also have a compressor so that’s my go to.

Thats the most cleaning I’ll ever do if we are just talking dust/dirt.
