So I have a Ryzen 5 1600x CPU with an h100i V2 Cooler. I don't know if these temperatures are normal or not, and i'm starting to get a little worried. Is this a normal thing to happen?

All I ever do at this point is play Destiny 2.  ¯\_(ツ)_/¯

It's kinda sad...

CPU Cooler: Corsair H100i v2

MB: Asus PRIME x370 Pro

RAM: Corsair Vengeance LPX (2x8gb) 3200 MHz

Storage: Toshiba P300 1TB, Samsung 970 EVO 250gb

GPU: EVGA GeForce GTX 1070 ti GAMING

PSU: Corsair RMx 750w

Case: Corsair Crystal 460x

78 is pretty toasty

Maybe make sure it's mounted right

Yea, It's mounted correctly.

It's in a 460x crystal case, and I can hear the pump running.

Precision boost overdrive. Disable CPB too aka core performance boost in bios

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

Unrelated but if you can control your RGB via motherboard based tools, set fans in BIOS (there should be a lightweight tool on motherboard vendors website for your board, for custom RGB setup), and find better more useful hardware utility tools like HWInfo64 or even just MSI Afterburner, then scrap iCue, get it off your computer, its a horrible performance hog in games, noticably increasing hitching/stuttering, reducing 1% lows even on newer CPUs way better at handling extra bloatware then your own.
