Lagging with a good pc

I just built a new system, and now I'm experiencing an enormous amount of lag in games like rocket league. My Cpu is around 45 degrees celsius whilst running these games. does anyone know what might be wrong.

 

Specs:

I7-9700k

rog strix z390-f

gtx 1070 8 gb

16 gb ram 3200mhz

850 watts psu

What do you mean by lag exactly, bad framerate or bad network connection? Lag is usually used to refer to a bad network connection/high latency, which is a question of your Internet connection and not directly related to your PC.
