What kind of ISP locks LAN ports?  How about a picture of how they're locked?  This doesn't sound right, they should only be locking stuff the consumer doesn't need to touch like modem cables and management ports, but LAN ports?!

Its not physically locked when i connect the ethernet cable there is no internet connection but the wifi is working fine thats what i meant

Is the PC that you're attaching via cable set to DHCP?  What IP does it pull compared to wifi clients?  Did you try setting a static IP?  What does the NIC status go to when the cable is attached? 

 

These are things that must be checked before you can actually blame the router.

I actually contacted the internet providers and they confirmed it and they are saying i have to get the more expensive more premium subscription so they would open only 1 port which is so unfair because i know people with the same subscription with all 4 ports open ..

And its a 3rd world country so yeah they can do whatever they want with no consequences.

I would connect the working port to a switch for more ports

If you need a wired connection because a device has no support for wifi you could use an android or ios device connect to wifi then use usb tethering ( I know android will do that unsure for ios) if you need to go to an actual ethernet cable then I would suggest something like a laptop, in windows its called ICS (I think linux and osx have something similar) and can be found in the adapter settings, additionally you could bridge adapters in windows as well.

Oh if only there were other options in my area i would've switched a long time ago their customer service is so bad but they are the only ones around monopoly u see :)

Ah, righto, in that case, that does suck. :( You could get a router capable of acting like a wireless bridge. This would "suck in" wireless coming from the modem they've given you, then output it over 4 wired ethernet jacks.
